Sure, People I've talked to on the internet have stayed friends way longer then people who I've known in real life.

This question is really just a conflict between old social norms and new-ish development,  the internet. There's nothing that says you have to personally see someone to be friends with them, it's just there was no other way in the past. I'm not discouraging face to face interaction, but sure, I definitely believe friends can come from the internet.

Depends. If they magically teleported across your street would you still hang out with them? If you said yes, then they will. If you don't like the enough or are scared that they might have lied, then no.
