they release it on consoles first because PC gamers are usually impatient (myself included) and will just buy it on consoles because everyone is talking about it and will want to join in

then after the hype is dying down they release it on pc to get more hype and pc gamers who bought it on consoles already will think "i'll get it for mods" and bam, more profit

im glad practically nobody on this forum runs a business

Rockstar knows people are growing horribly impatient.
If they ignore the patents, some people will assume that there is never going to be a PC release and go buy it on consoles.
Then re-buy on PC.

The more Rockstar knows people want it on PC, the more they wait wait, the more people that give in and buy it on a console.
