Your processor is literally only 89 points better on cpubenchmark.net in comparison to my surface pro.  You should do fine on GTA with your CPU if you overclock a bit and upgrade your RAM and GPU

i have to upgrade my motherboard first and my budget is none so basically upgrading is out of the option
