A number of former Belsnian political personnel disappear from Belsnia. At first it is thought by most that it is part of another purge, but then the people turn up. Made up of mostly right wing politicians with a 1/4 minority of communists, these refugees have formed the Government in Exile of Belsnia (GEB), operating out of the Belsnian embassy in the AC. The AC has chosen to recognize this government, and to allow it to conduct trade across the AC-Belsnia border, including trade of armaments, but not drugs. Citizens in the AC are skeptical of the GEB, so the AC will not be actively assisting it in reclaiming Belsnia.
The AC's armed forces are being retrofitted with Halcyon Guns, they're railguns, but AC scientists have found a way to dampen electromagnetic interference produced by the firing of the weapon while maintaining normal railgun power and not adding significant bulk to the weapon. A Halcyon can come in a range of sizes, ranging from a Karl sized artillery model to large battleship guns. There is even a model that will be included in the next generation of submarine, a long version running the length of a submarine that can be tilted a few degrees to fire on surface and subsurface vessels.
Up until now, the AC has made very limited use of railguns because this program was in the pipeline. It is expected that the Halcyon Gun will be mostly integrated into the AC's armed forces within twenty years, with the exception of the submarines which are still in a prototype/experimental phase.
