Rebel forces push almost 600 miles towards mainland Belsnia. Multiple regiments of fascist forces are closing in on the bulk of the rebel army. Halfway in their trek, they discover and successfully raid a government vehicle depot, mostly consisting of Ural-4320s. This discovery greatly boosts the logistics of the freedom fighters. Well not necessarily.  The tech is there, and the money is there because no super new projects are being funded.  We're perfecting an art, so to say.  Cutting edge now is just making the most out of what you have.

The range for the Longbow is calculated at around 3500 miles, with 95% accuracy, but 10% of normal damage.  There's a weird curve associated with these due to gravity and air resistance at varied altitudes.

The thing is, this is a combination of existing technologies, but the combination doesn't exist, if that makes sense.

The sources I've found show a maximum range of 250 miles for railguns.  Sources say 100 miles or more to 250 miles, with most saying 220.

2015 tech limit remember.  I'm not saying that 250 miles is an absolute cap, but I am saying that railguns cannot feasibly have the range of ICBMs.

Does 400 miles sound more reasonable?  That's a range I originally was aiming for.

Longbow has a bore of 9 inches, remember.  This means a shell with diameter of 7-8 inches, and the shell has to be about half a meter long.  This would also mean that the mass is at least 10x as much as a standard shell, and hence WAAAYYY more momentum.  The shells also come with GPS guidance systems and quick-action retractable fins, so it can correct its path and stay airborne longer.  Also, we made the gun proportionally longer and therefore there's more electromagnetic acceleration.  If I were to make a guess on how far the range would be for a kinetic shell, it would be around 2300 miles in which case it has to be fired through a thinner part of the atmosphere and glide there for a while.

Plus there is no way you'd be able to efficiently produce that. There's a reason railguns weren't in mass production.

Okay 1300 miles.  See the reason it wasn't mass-produced is because money goes into new stuff when the timeline is moving, but now that we're frozen, the money is being put into things like this.  Also longbow is a special unit.  Not mass-produced.
