i think it might be fine...
the only reason it looks off to me as it is is because the whole character doesn't bounce up and down like people do when they run

I know, I would've moved the entire sprite up on some of the frames but I want to limited it to 16x16. It would be cut off if I did.

So, instead move him down on some frames.  People often walk or run slightly lower than they stand.

I did Ludum Jam with some friends once :D
It was, I think, two jams ago. We ended up in the top 100 for humor.
