in ssb4 it can be used while walking or standing still, it blocks all projectiles

i agree tier lists aren't the be all end all in most scenarios, esp when you're playing semi casually
but if a character is at the bottom 3 of the tier list (which I've seen Mii Gunner at before) then they're probably stuffty at most, if not all, levels

for example, pichu in melee. basically if you're putting any sort of energy into your play and you're not like an 8 year old, you can beat people that play pichu. unless they practice a forgetton, you can beat pichu.

the same logic applies here. this person isn't extremely practiced and dominating with mii gunner, they're playing at an average/above average level. with the right characters most people at the same level should be able to beat them without making a "chore" out of it

You're referring to established tier lists. No one can legitimately say stuff about what characters are good or bad until the meta has been fully established. All it takes is one good strategy to turn a bottom tier character to a top tier one so any and all tier lists for the new smash should be taken with a grain of salt.

ok. true. but rolling around, side smashing and side b is not that "good strategy". this is not some groundbreaking meta development. this is a common way to play characters like these. which is why the tier list is relevant here

I was referring to you saying the Mii Gunner is bad when in reality he could or could not be, nothing more. I should've been clearer.

Rolling and spamming a move or two seems like one of those strategies you could counter easily. Kinda like when you meet Ganondorf players online that use side B quite often. They get you with a few hits and then you can avoid it.
I'm not sure how you'd place a Mii fighter on a tier list, anyway. There's a lot of customization options and such.
