I think the point is that to be able to compete with others on the competitive level you have to learn how to use them.
It's not being a tryhard as much as learning how these combos work. You can't prepare for what you don't know.That's not really a lot to learn in comparison to fighters.
But I understand the point.
It's not so much it being a lot to learn as it is getting them down consistently. There are still things that the top players aren't able to do consistently, like powershielding or shield dropping.

Most of them were deliberate or noted during development, at the least. The core ATs of the game, L cancelling, wavedashing, jump cancelling, DI, DJC, all seem to be a result of purposeful decisions made by the developers.

What do you mean? Discovering advanced techniques has been around since 64. Brawl had many advanced techniques of its own. In every game they added depth to the metagame. No one is forcing you to learn them, top level SM4SH players have looked at perfect pivoting and decided not to bother learning them. (Like M2K) The only real requirement is that you're aware of their existence.
If you're talking about the heavy gravity/smooth lander equipment discussion, I agree though.
