why does this whole thing focus on ezbatu espovon and hlaohamarr

I wrote a fricken poem about why.  Also I said the zones were expanding.

Ru'sh Naal sends shipments of ceremonial fireworks and trained engineers to operate them to Ezbatu. While the fireworks are not reliable for directly injuring and taking down the behemoths, the presense of frequent explosions in the skies is hoped to help prevent the snakes from venturing too close to the cities.

 Due to the frequent storms currently however, there are not many opportunities to light the explosives in a reliable manner, and as such it is expected to work better around the cities currently trying to hold back the tied of snakes at the outskirts of the event.

An attempt to use the slow burn material to elevate a bag with a suspended person whom is tasked with attacking the flying snakes doesn't work too well at all as the winds of the storms quickly smash the balloons back to the earth.

Engineers begin working on a method to quickly reorient ballista type weapons more quickly and accurately in order to make them more effective against these flying monsters, and basic designs of these mechanisms are sent as well to Ezbatu.

Galaumia sends Jam'eh Aletrebyh Walet'eleym students to help Ru'sh Naal. Galaumia also urges Irajinad to send War Philosophers and Scientists to help Ru'sh Naal fight these serpents.

Atenisia offers to aid in exterminating the evil serpents in Espovon.

Ru'sh Naal seeks to start a squad of Serpent Slayers, such that several of the strongest soldiers are sought to study and subdue the sinister snakes.

Turtle Island, the farthest point that any Avalonian ships seem able to reach, is fortified and armed immensely.  The tunnels beneath Nazgar are filled with stores and weapons.  Ballista type devices are mounted on the walls of many important cities, and myriads of troops are readied to combat this impending threat.

Jet, a substance long believed to repel snakes when burned, becomes a valuable commodity in Avalonia, and many cities begin to stockpile it.

seems like a good strategy to lose even more ships in one go then before

well look at it this way
before: lose 1 ship by itself going from location a to location b
after: lose 10 ships in a fleet being tied together going from location a to b because the serpent would still wreck 10 ships and now they're tied together and cant swim away

A method of utilizing a longer arrow with a recessed center portion allowing for a net to be wrapped around the arrow and launched from a ballista. Upon collision (if it hits anything) the net, with bladed weights tucked into the end inspired by the Ezbatan design, swirls out and envelopes the colliding object.

Varients of the design include using a thicker rope for the net and dousing it in oil, setting it aflame before it is launched.
