Wutesi accepts Galaumia's trade offers. In return for Rustuffe lumber and sea goods, Ru'sh Naal begins recieving Galaumian gold and spices.
The defensive pact between Galaumia and Ru'sh Naal is also signed to protect either nation should they be attacked.

Utilizing the mighty trees of the Ru'sh Naal region, these enormous crafts are capable of fitting an entire squadron of archers on it's deck, creating a formidable ranged adversary capable of defending the Rustuffe coast from any invader. The strong and solid carved wood design of the boat, while expensive, is also extremely durable and much more fire-resistant than previous crafts of it's size. While utilizing primarily oresmen for locomotion, the Whenoi ships have a deployable main sail for longer voyages.
Two dozen of these crafts are built initially as Whenoi is given honors from the school of Ru'sh Kai and the Parliament, and more are under construction. To keep up with the demand of boats, the docks at Teijina are expanded to include a rudamentary boat yard.
The scholars of Ru'sh Kai are upset with the crowding of the school and the lack of subjects despite the age and prestige of the college.
Lithana suggests that Teijina host a second school to cover a broader range of subjects.
With funding from the state, the school of Teijin Kai is founded.
The schools of merchantry and scribery are moved to this school and for the first time the national schools of military theory and construction practices are founded.
The extra space at the school in Ru'sh Kai is then used for supplementary public lecture courses on a variety of subjects including reading, mathematics, and national history.
In order to help fund the expenditures of these increasing school systems, atop the regular selection system, every year a hundred scholar seats are opened for purchase such that families can ensure their child gets their prefered subject of study or that they may send multiple children (up to three per household).
The Disciple visits Orshkal and preaches the Mandate of Bao to the commoners. He wishes that the people begin to see the harm their leader places them in by not consulting their own opinions on how they should live. He speaks of the glorious nation of Ru'sh Naal and how the citizens there are all given the garuntee to being heard seriously before a body of leaders that they get to choose themselves. Such that only those who know how to lead should, and not achieve leadership through bullying, bribery, or barbarism.
