Anyone know what to do with that gunner that's just sitting down, won't attack you, and just muttering to himself in the hallucingen place?

I don't understand how that would help. you can just tell me whatever it is you want me to find out by playing it
Basically in Fallout 2 you meet the dude/family that invented Jet in New Reno. The only reason im mentioning it is because you seem to be denying that anyone would invent new drugs in the post apocalypse.

right. I'm not denying that it happened in the game's lore, I'm saying that I don't think it would happen in reality

played it. Lovely atmosphere. I'd like one with a Bethesda aesthetic and feel though.

While I dont think new drugs would arise a week after the apocalypse, I dont think its that far fetched that after almost 200 years some new drugs would start to pop up.

I totally agree though, a snowy fallout would be the stuff.

[spoiler] only you and the synths in the dark building during the main quest. i ran out of ammo so all i had was a 10mm pistol and an almost dead suit of power armor. freaked the forget out of me and i had to quit the game.[/spoiler]

I really need to start using my Power Armor more, I've still got too-good-to-use syndrome even though I've got 18 Fusion Cores

Our ripoff we'll be called Afterglow, For our rip off we'll pick New Mexico. The bomb shelters will be called Sanctums. Pip-Boy can be Pid-Man. Our main factions will be called Order of Steel, Directorate, Co-Prosperity Union, and Disciples of the Mushroom cloud. Our "Raider" factions will be called The Red Tide, Copperheads, the Brakemen, and some generic bandits. Minor Factions will be Children of the Church and Rail Gypsies. Some of our Communities will be Rail Junction(Santa Fe), Glow Sands, and The Crucible.

Our monsters and will be Giant Scorpion, Camel Bug, Gila Monster, Mega Copperhead, Coyotes, rabid dog, Death Stalker(death claw), Sand Rat, Sand Hawk(Cazadore), Long Horn, Ram.

The player's home has failed power generator that can only be fixed with a replacement part. They are running on back up power, but they need the main generator to sustain life support systems. They want nothing to do with the outside and they need you to find the piece. Said piece is locked up in an abandoned bunker that the main factions want a hold of for some reason. Had this been a game instead of Fallout, people who had never heard of fallout would have called this a unique game.

ive been trying to write a dumb lawless scavenger world setting for a while in my spare time actually but i can never get too far away from either fallout or xabungle

I think the point Harm is making is that most people who have started the franchise with Fallout 3 -> Fallout 4 would probably not recognise a game that directly rips off the original Fallout, even though some of those elements continue to be a major part of the franchise to this day, and by extension that the Fallout franchise has changed in ways he's not comfortable with.

I haven't played Fallout 1/2/Tactics, but I'm hesitant to try because I suck at the gaming part; the only RPG games I can recall from the top of my head that I haven't cheated in are Mass Effect and Dungeon Siege II, and I feel like it would be a discredit to those older games to start cheating in them.
