There is a vertibird and a grey power armored dude which safe to assume that he is a BoS paladin. If it was twenty years after the war they would be California still hiding in a military bunker. Also Vertibird were only used by the enclave and those showed around right around Fallout 2.

hey man skyrim npcs looked pretty alright
a bit expressionless sure, but they weren't outright potato-faced like in Fallout or Oblivion
