Notice the 3 large buttons on the bottom, and the dial to the left of the screen. That was changed here:

The buttons have been done away with except for the power button, as well as a dial to control what the screen is on. Oh, and not shown here but in the video of him picking it up, there's a latch, so presumably he can take it on and off.

In FNV I don't know how Doc Mitchell got it off tho so I'm stumped there

Well the new way makes way more sense. In order to use the buttons and dials before your hand covered half the screen. This way is also less of a reach.
