ive figured out exactly what the problem is with open world fallout as a whole and it's that running from a fight you can't win is never an option

like ive never thought 'oh stuff im outgunned i should really go' ive always thought 'stuff i died i will reload and try using my more powerful weapons'

brother
all the fallout games are on sale and they won't let me refund 3 on steam because i've had it for 3 weeks
i have 11 minutes on it
well theres always tale of two wastelands if you are having problems with the game running

You can sprint in 4, that should resolve your issue.

Depends on which ones you refer to. In 1-2 if you encountered baddies you could just run to the exit grid.

I wanna get Fallout 2 while it's on but Steam is still loving pending the money.

EDIT: YES I MANAGED TO GET FALLOUT 2! Now I have Fallout 1, 2, 3, New Vegas, and pre-ordered 4! Might get Fallout Tactics some other day, but I can't afford it now.

i just started playing fallout 1 again and experienced this. like 6 mole rats chased me out of the grid, and i went straight to shady sands

Why the forget would you refund Fallout 3? In 11 minutes you haven't even left the vault yet you little stuff.

oh
well that's wrong don't do that

As long as you don't have like 50 hours into a game, I'm pretty sure steam gives you about a month to see if the price lowers, and if you contact them, they send back the difference.

well it's pretty gay that I just went over the limit when it went on sale and wasted money

Have you contacted Steam?
Prior to refunds, I contacted Steam when I purchased a game before a sale, and they returned the difference.

Mine was just a day or two before the sale, rather than 3 weeks, but it won't hurt to give it a shot.

I sent a refund request but it was denied
I have doubts that they actually read the request and it was just computer automated to see if I meet the criteria

If you're refunding to get a better deal and steam somehow catches on to it, they will deny your request. It's considered abusing the refund system.

"We do not consider it abuse to request a refund on a title that was purchased just before a sale and then immediately rebuying that title for the sale price."

That's not true at all
There's a specific refund section for "the game is cheaper now"
