fox is an amazing character when you use him right, falco, 'wigi' (which i assume is luigi) and lucas aren't clones??

They're labeled 'semi-clones' due to the similarities between them and their respective character. It's mostly just a slightly similar aspect, like some of the specials being identical but the other moves being different.
