There were no bodies found, other than the police report saying 20 something people were killed. One of the "grieving mothers" also played the role of The Joker attorney. Look it up.

The police officers under their command arrested people for literally no reason, as per the officer's orders. This was a precinct-wide case of corruption, and that fact that the people who were involved in the case haven't been charged or investigated at all provides reasonable suspicion of more corruption higher up in the police hierarchy.
