OP I suggest going with intel; There is a reason the vast majority of businesses pick intel. You pay for what you get; if you want a nice high quality and high performing processor; don't cheap out and go with intel. Not saying amd doesn't make nice processors, but I would never pick amd for a speciality build like gaming or streaming.

What's the price gap between 16gb of DDR3 and DDR4 and what are the differences? Also I might invest into 32gb of ram if I need to.
No. Absolutely not. 32 gb of ram is overkill.

If you want to go DDR4, you will be set for the future since its ability to access the hard drive and to give info to the GPU and the CPU is nominal comapared to DDR3. But, again, you have to check the compatibility with your motherboard/stuffs like that. DDR4 is moreso for server farms.
You'd rather go for DDR3 though for the sakes of money.

I don't know what he does, but if he plans on streaming he's better off with 16GB.

Don't get ddr4! If all you want is gaming, ddr4 is completely useless. The maximum difference it would make is 1 or 2 fps and in the process you'd be paying so much extra that it's just not worth it.

Heavy Photoshop and 3d rendering is one of the things that can push RAM usage
RAM is cheap enough that there's really no harm in just getting 16 if he think he might need it

I honestly would want you to get the ASUS X99 Sabertooth Motherboard if you have the money. It is a GREAT base for future upgrades.

For heavy editing I'd go with 16gb of ddr3 and a large ssd

do not get the cm storm devastator combo - it's an ok combo but I really don't recommend it (it also pains me to see it with a rig like this.)

if you're trying to fit it in your budget that's fine but I recommend upgrading later
