the boss isn't hard (i wouldn't describe most of undertale as "hard" really) but the whole segment is a beautiful piece of game design in context

the purpose is not to be difficult, you can tell because the lower your health gets the less damage attacks do (to a rather extreme extent). If it did normal damage you would be really struggling to finish that fight lol
the purpose is for it to be dramatic and tense and, ideally scary
