There's a difference. 50 ships is a huge undertaking, and it requires several man-hours, a long construction period, and a sizable investment for building the ships, as well as maintaining them. The king in your case, isn't doing all he can, really. The commanders are complaining because they know that more can be done, and they want to protect the citizens. The citizens, in turn, want to be protected. Since Nami has had a small military presence, it has not been created with a proper military tradition, something critical to this age. The absolute best thing you can do is to rely upon your trustworthy neighbors to show you how to create a proper military. World nations all around have created armies of 40k-60k on average. They know how to run modernized, large militaries. Consult with them and maybe you'll get somewhere.

I need more moderators for that, though I have the moderator restrictions for a good reason. Unfortunately, it makes moderation less fun because you don't always get to participate.
