As it's first order of business after formation, Jyväskansa begins to put effort into increasing the effectiveness of their industry and administration. Settlers are directed to the (if still) unclaimed land on the eastern side of the Danst river, in an effort to expand territory in order to use more land across the river for industrial use. In another effort, a focus for manpower arises as a one-year draft is set in place, accompanied with advanced training in peacetime. While industrial expansion is a primary focus economic-wise, improvement of infrastructure is set in place as a side goal, as well.

Kyrev's half a million strong military goes through a series of general inspections and improvements. Military districts are streamlined, officers of all ranks are inspected and replaced if necessary, and the military service structure as well as the general method of conscription is simplified and streamlined.

Wilhelm I is an astute observer and a military man, and understands from experience the benefit of deploying rapidly and choosing the battlefield. To this end, all major roadways are rebuilt to a modern standard, and widened to accommodate for military movement. The rail network is spurned by the growth of the Kyrevan steel industry, and a supreme effort is made privately and publicly to connect every population center, small and large, by rail. The telegraph network is expanded to this standard as well.
