I promise you that they won't. Ever since nuclear weapons spread to multiple countries, everyone has realized that using one basically equates to Self Delete.

What we really have to worry about are insurgent/rebel/terrorist groups getting their hands on one, because they do not have anything to lose by using one of these weapons.

He also has an incentive to stay in power though, and his nuclear program is laughably bad.

If I remember correctly, one of his recent nuclear tests was so lame that the energy released from the bomb failed to even knock over the flimsy, metal tower that they dropped it from.
