Following recent political events, the confederation's clans, both minor and major, become embroiled in debate about rule. The weak ruler fails to imbue confidence in the fragile union. Some thinkers begin to come up with ideas on how to delegate powers in interest of maintaining the peace. The first scholar, Dasano of Jyanatra, notable for political brown townysis of the time, suggests that the clans be partitioned into smaller groups, the union be preserved, and consuls be sent to Grenua to create a governing assembly to ensure that civil wars are not as incentivised and union is encouraged. The contrasting view, by Aguilanni of Grenua, a third cousin to the incumbent monarch, suggests that power of clans be diminished so that there is little competition that could tear the union asunder, install a better successor to the throne, and consolidate powers to the new king.
The first option is popular with many wealthy elite and a portion of the population at large, but disfavor with incumbent clan leaders and the incumbent monarchy. The second idea finds favor with the royal family and clan leaders, but disfavor amongst many merchants, the general population, and allied tribes.
At the time, the disagreements are lukewarm, and no serious conflicts have arisen. The nation is deeply involved in the discussion.

The Avalonian Council again goes to raise a central army. Now, with so many local militias tied through their officers to the Council, local clan heads have largely given up leading their own armies, though many still issue orders. The first group of soldiers to be trained is the Garrison of Nazgar, Avalonia's finest who will receive special training in future and be tasked with defending the Avalonian capitol.
Militia leaders, many of whom hired mercenaries to also join the ranks, request that the government compensate them for their acquisitions in one form or another. Some request money, some want land rights, others, official command positions within the new army, and some, a mixture of any or all of these
