Only Agent Legit 22/His T-34 & SWAT One's AEGIS squadrons can participate in this battle. HVACS can also enter this battle at any given time. But no other player can affect, or be effected by this encounter.

limerick uses advanced communist technology to do nothing.

AEGIS TF to counterattack.  HVACS-2 to deploy to the Hive Encounter battlefield and strafe the enemies (yes, this means attack).

Have HVACS TF focus on gathering data on enemy tactics and strategy, authorize this data to contact C-AI and determine improved fighting tactics.

I'll allow players to enter battles that are not in the immediate vicinity but there are travel times, based on your method of travel. Until this travel time is spent you can't actually participate in the battle. So if you want to fight then better start walking.

AL-22 and the squadrons are in the immediate vicinity so they don't suffer from travel times, but everyone else is kind of not in the area so they have to travel there if they want to participate.
