I have a feeling that the blurred house is the old house from before the incident, when they took the photo, and the reconstructed one was never photographed. They probably informed Google that it isn't the same building anymore, and to avoid confusion they blurred the streetview for the home.

you can see and change the date that streetview images were taken in the top left. all of them, even in 2015 which is a long after the incident are blurred, so that can't be it

Vehicles, the 3D image is made from 2D images, it's likely from one perspective the vehicle was missing causing it to appear like that.

How to get your property blurred:

-Go to Google Maps and type in your address
-Bring up the street view of your property
-Look to the bottom right hand corner of the screen you should see an Icon Labeled: “report a problem.”
-Click on “report a problem.”
    You will get a page labeled “report inappropriate street view.”
-Adjust the image so your house is inside the red box.
-Fill out the form
-Type the verification code at the bottom of the page into the box provided and click submit.
-Check back in a few days to see if the image has been blurred.

You can also get license plates and faces blurred. For example, if you want a picture of your business on Google Maps but don’t want the license plate number of your vehicle parked in front on Google, you can get that blurred. You can also get your car blurred out as well if you want.

edit : yeah its probably not, i edited the sound file abit and heard some things. i could be onto something but i could also be not.
what i did was reverse sections where there were pauses, and this is what i got
personally, because its in german, i hear
"guilt - kill - hast - umrecht - er hilfst du - kero"
guilt is english, so un-reversing that makes it
"willst", then the rest.
translated, that means "guilt - kill - has - unrightly (or unlawfully, or unright) - he helps you - kero"
kero has no meaning, i put the start of the audio at the "eww" (which actually sounds more like euro but that doesnt mean much seemingly) and got that.
i suspect you should move bits and snips that sound right into different spots until you get an actual message.
