you can do some at 60, but it'll be hard to find, 70 is a bit easier, but it's still hard to get into raids kind of.

I know for sure you can solo a good handful of the 60 raids at 80.

It sucks trying to find a few people for Kara, SSC, or Hyjal. Everyone only wants to do TK for the mount, BT, and Sunwell every once in a while.
