Ive got Oblivion, and I'm finding it great, but i cant find Grey Fox, could I get a basic map (Lines ect) from the Waterfront Lighthouse where to meet him.

Check your map. It's quite apparent. Read the Quest description.If you haven't been to Jail, you can't start the Quest.

there are 2 ways,
1. go to jail and a person will visit you with a note after you get out
2. find [insert name] in the inperial dock (near the wooden shacks) and bribe him until you can join

He's in the waterfront. By the way, you can't just MEET him. You have to meet a representative at midnight. He carries a torch, so he's easy to find. Then you have to go through the Thieves Guild quests, where you eventually  meet him for a mission.
