Welp, it seems i don't know as much of Half Life 2's story as i thought
So if Breen doesn't control the Combine, then... who does?
Either these guys, or something way more powerful than them.
Also, like Zackin said, if you've ever studied into the 7 Hour War, you'd learn that the Combine Overworld discovered Earth because of Black Mesa and it's goddamn portal things that would teleport the alien creatures from Xen and all, the Combine took over Xen and many other worlds and used it's creatures as "Synths", which were just ordinary alien-like creatures doing their own things in their own world, but when the combine attacked they were transformed into creature-machines.
Like the strider or hunter, they were ordinary creatures in their own world but the combine took them over and transformed them into machines for destruction.
There were no combine soldiers or anything like that that took over Earth, only the Synths were used to take over Earth in 7 hours, since there were millions of them.
Some people say that Obsolete Combine Soldiers were used, but I don't know, Combine soldiers are said to be soldiers who weren't killed being turned into soldiers for the combine, and elite combine soldiers being almost purely robotic to obey commands and to be the best.
But, as said, there is most likely something in an even higher position in the Combine Overworld/Homeworld than the Advisor
