Also, how do you make a model be mirrored in Blender?
And, what is a good scale to use in Blender, relative to Blockland?

To mirror stuff in Blender use the mirror modifier. Just play around  with the settings.

DarkStar's tutorial mentions it, but in case of doubt just use the Blockhead model for reference.

how does he look like an engi?

Because every engineer looks like the one from tf2.
