If you have graphics set to fancy try setting it to fast, I know on fancy it makes the edges around the screen darker.

It shows up based on how dark it is. It's not a bug. It's meant to make it so that it's harder to see stuff you're not looking right at when it's dark.

But it makes it easier to see in the dark. It didn't do this when I played on my desktop, either.
