If I don't ever have buckets and I come into this situation, I always make sure I'm carrying a few spare pickaxes (nothing fancy, maybe stone/iron)

Pssh, I meant use the stone picks to mine always. Iron pick just in-case you run across certain ores.

That's what I do, using anything but a stone pick to mine through stone is grossly inefficient.
