it doesn't need water, the room needs to be a lot taller and wider now that the new trees are out. you also need a torch right next to the sapling.

Level the ceiling about up to 7 blocks or more. Also, Put torches around it. Thay need light aswell.

alternatively, he could replace the water with lava to provide very good light.
