I personally think the catapult should launch cobblestones.

Here's what i think the ups and downs of PVP would be:

Good:

Can be realistic,as in raiding from small villages is possible and beatable.

Stealing wouldn't be a big problem as you can have police.

Government can jail people.

Bad:

Raids can destroy towns and crops,causing badmins (if any) to ban due to butthurtness

People can beat down others at any given moment.

Town can go into chaos in any given moment,and perhaps will if a rebellion is formed.

Catapult traps and explosives is more useful than failing 50 times to hit a pig in the face with cobblestone.

Rebellion will be a repetitive war. One of two things can happen, A)Someone rebels and kills the leader causing the leader to grind tools again come back and kill the rebel, or B)Wait till everyone is offline and take the city back.

Black Rock actually was both founded and claimed by me. Oasis is a Council member though.

Also, I think the catapult would spawn a entity with high velocity based on the aim location and any block it touches would be deleted up to a X number of bricks and slow down a bit till it reaches zero velocity and then you would be able to destroy it and gain stone or whatever.
