That was removed in 1.5, although you get double ladders for the same amount of sticks.
There's an addon on the MCForums to add this feature back though.

I love the new ladders. As long as you leave out the very bottom ladder piece that touches the floor, you can walk past the ladders now without sliding up annoyingly. And getting off them in a tight space isn't a pain anymore.
