Jesus christ, I just generated a new world to check out some mods I had installed, all have nothing to do with mob spawning rates, and in the plains that you spawn in are at least 19 horses; white, brown, and black, plus a desert shrine/well thing.

Where do you find the seed, I thought it used to be on the F3 screen.

Seeds determine generation which determines mob spawns to an extent.

But they do determine that you spawn in that plains biome, and the fact that the desert nearby has a sunken dungeon and a village with a blacksmith.

Rewriting sounds to use a "sound event" system instead of "sound name". TL;DR means that resource packs can hopefully add new sounds soon.

Not sure if minecraft: would be used since it's custom sounds and not default.  But that would be the same format as:

/playsound mob.creeper.death [player] ~ ~ ~ 1 [pitch]
