Pretty sure both Tekkit and Classic have them. IndustrialCraft wires are only for powering machine, though, not Redstone.

It sucks that IC is still behind on so many versions, forcing people to downgrade their minecraft considerably before playing.

IC isn't even that good, lol. Thermal Expansion is like twice as better, especially since it's meant to work specifically with buildcraft and pipes.
