pse sucks. you're better off with gimp or something.

This is not necessarily true and since you're not backing up your opinion I'm going to express mine.
PSE is better than GIMP, in my opinion. It has better tablet support. It's better than PDN, too, because PDN has really really stuffty tablet support. (if I remember correctly it may be none whatsoever)
On my desktop, GIMP lags ridiculously when using a tablet (and it's not the best tool for tablet drawing in the first place, but seriously) and it normally crashes. This is a desktop with 2GB RAM and a 1.33GHz dual core processor. PSE on the other hand works perfectly fine when coming to tablet drawing. I'm assuming that LoLBert is going to be using PSE for tablet drawing and not other pointless junk that could be easily accomplished with PDN (which I'm sure he has already) based on his art.
He is not better off with GIMP. (or something)

I used pse for tablet art before I got Pototashop, but GIMP can do a lot more than pse.

pse isn't really good for anything except providing a solid tablet supported program. the good thing is that GIMP can handle .psd's, so the stuff you make with your tablet in pse can be spruced up in GIMP.

About the digital work programs:
PSE is crap when it comes to coloring. There are limited brush options to make a decent coloring, and the only decent coloring programs cost money.

I use PDN because its easier for pencil line work and flat coloring.

I'm not going to attempt coloring any other way with the programs I have now, but recently I grabbed a SAI trial and I'm having a better coloring experience with it.

Edit: Went back to check my sai coloring practice and found out the trial expired.
