Are hooks still as rare as they used to be because i stopped playing for months then awhile ago i started a new character in a new world and the first skele i killed dropped a hook

They seem to be as rare as they've always been.

Thing is that i killed 100s of skeles in my old world with my other characters but I got one on the first months later on a new world and character
lucky me

Before the new flail mechanics I was desperately farming bone serpents for a sunfury. A friend joined my server and got the sunfury he still uses from the first serpent he killed. He killed a second one and gave the sunfury it dropped to me. loving chance, how does it work?
