Pretending a refined is 500 points, an item worth 3.5 ref would be 1750 points, or an item worth 2 ref would be 1000, etc.
He made it impervious, the only real way to make money is to buy something from tf2wh and then sell it to another person for more than it's worth on the chart.

Before the Painterly option was removed for the Decal Tool, people were making "Counterfeit Shovels" by putting a picture of the top half of the shovel on the Objector, it was quite hilarious

Since the shovel is pretty much just gray you might still be able to do it even with the color restrictions

This is what I did with mine:
