What runes should I get first when I get to level 20?

around 900 mana total at level 1 with runes and masteries + buying a mana crystal

Debating whether it's worth it to get mana runes on jungle ryze

I've tried jungling with my current setup, not very good lol. (Then again I didn't run any armor runes.) Still plays the same lategame though
