They kind of went wild and destroyed almost everything. They're utterly incapable of space travel, they're essentially humanoid tigers. Very smart, very dangerous, but limited to where they are.

You should still wipe them out though. Whatever vestiges of sentience remain within them could very well prove deadly to the rest of you.

It all started when one of them secretly altered their geno-synthesizers so that they could reproduce. Now their hormones make them less intelligent but much more dangerous. By the time Teleri scientists found out it was too late and the G23s were everywhere. Shortly thereafter everything came apart.

Kintharia, this planet is marked for preservation as it has conditions very similar to Hera, and it will be preserved as a colony and outpost for the UHC.  Do not ram it.  If you do not heed, the Erinamese fleet will either teleport you right back to Hera or suspend your ship in stagnant space-time.
