Informing the police is probably the best thing to do.
The fact that it killed so many cats is upsetting, but it's not the main point.
It's the fact that it was able to get into someone elses property and was unsupervised.
It then attacked a woman.
If a young child were in the house, they could very easily have been mauled to death. That is not acceptable.
The owner of the dog is entirely to blame for his poor control of it, and the fact that it managed to attack others.
I don't know about the precise laws where snk13 lives, but where I am, Dangerous Dogs tend to be destroyed by the government
Or it could just naturally not like cats?
But seriously, who leaves cats outside? Modern housecats are called housecats for a reason. They belong INSIDE. If the dog can get over the fence, don' expect to see your cats when you get home.
Lots of people let cats outside, as it's natural to do so.
No one wants to leave cats inside where they can just stuff anywhere. (oh yeah, people tend to just use litter-trays for kittens, not for the cats forever unless you live in a tall appartment. If you did live in one, chances are you don't have 12 cats, nor that a dog can get into your home.)
Cats are outside animals anyway. Just because they will eat and sleep inside and sit on your lap doesn't mean they don't benefit from being outside and getting exercise.
And the argument of it getting over a fence is likely not snk13's problem (I don't know if you're claiming it is or not).
Most people with bordering property take care of one side each. If the dog can get over a fence on the neighbours side, it's quite likely that the neighbour doesn't have a fence good enough.
And even if the dog can climb it (some dogs are great at climbing fences), it's still the owner of the dog's problem. He shouldn't have it able to roam free if it can easily escape. It should be caged or tied up. Otherwise things like this happen, where a possibly dangerous dog escapes and kill the pets of other people, alongside attacking humans.

As in, she was in high heels. This caused her to trip. The dog then managed to bite her.
