as someone who is 2 metres tall, i'll say it is a little more difficult.
shorter people have two advantages. the first is that they have a smaller range of motion on most exercises, and that the shorter pivot points on their joints just generally means that the weight isn't compounded as much as opposed to taller people. i.e. the length between my wrist and my elbow is huge, so something like a pullup or barbell curl actually requires more effort even if me and a shorter guy were to do the same weight
the second is that they'll just always look better because of how the gains are spread over their body. my biceps are also very long, so even though i can curl more than most of my buddies, my biceps are smaller (but longer!).
being tall isn't an excuse though, in the end we can still end up with a fantastic physique if the effort is there. the only thing we have on short guys is that once we actually do get big, we can look like absolute bloody titans because of the height
