Once you get the uniform on, go into any vehicle of choice, switch to another character then switch back and get out, it should be off.

I believe this is false.
However, you can still ram the head-vehicle in random police chases, and the new mechanic to interrupt police shootouts (you can pick a side, the first side you shoot at is the enemy marked on your radar then the side you didnt shoot then becomes friendlies and if you didn't shoot the cops you dont get stars, if you win the cops like "i'll let you off, but you better get out of here before it gets complicated). It's a nice addition.
