on one hand, gta V is an already released game and is simply coming out on another platform (for full new-release price w/e you think what you want about that); you can already be assured of the quality of gameplay.
on the other hand, it's a PC port from a company that has made a previously generally-considered poor PC ports in the past. it's still a bit of a matter of faith in the developers to deliver on a technical aspect, but it's much less of a gamble than relying entirely on marketing material because the game is already out there in different environments
i still personally abstain from pre-ordering because it's just hard for me to put money on something when i'm not fully guaranteed its quality. it's a personal decision as a consumer and people have the right to make it. if the company becomes abusive, the company is the responsible party, and hopefully it'll hurt them in the future if all is fair in the world
