i'm utterly screwed now because i got a task to defeat a telemarketer for some soundtrack animation and i saw this bubble that said "Toon HQ: Help! We're under attack!" and then it said "Toontown has been invaded/taken over by pencil pushers!" and now the only cogs I see are pencil pushers everywhere

there is a cog invasion going on, go to another district by opening your schticker book and go until you see the list of districts.
