It seems to me that it's a form of credit. A promise to pay in something of actual value. That's how these things started. The Order of the Golden Lion did something similar during the military dictatorship when much of their stuff was hidden away and would likely have been seized if found, they just used something akin to a promissory note/iou/bill of exchange (much like the Jews did under similar circumstances; its use in the New Union has effectively fallen out of practice now that wealth is secure from seizure once again).
Efforts to fully integrate the new provinces draw to a successful close. Bureaucratically, Militarily, and Politically, the structure of the new provinces resembles that of the rest of the New Union, and can operate as part of the whole while still retaining some traditional elements (some of which have been implemented elsewhere in the New Union).
Random Events No. 23
Estrand: Forces from Peshland move into Estrand's western provinces but are quickly repelled by local forces. Peshland's own lands are under threat by Estrand, Unakrya, and Olva. (MIL: 70%)
Ezbatan States: A mild famine, the result of a pestilence that strikes rice paddies in the east, causes some in the cities to starve. The crCIA is minimal, however, and only affects the eastern regions. (POP: 40%)
Atenisia: There is some disquiet among Ateni nobles, who feel that the Pope's displeasure at the Calzonian Peace makes the King less suitable for his office than otherwise. Nobody seems to be acting on this disquiet or meeting, but it exists in some nonetheless. (POL: 40%)
Avalonia: Nothing out of the ordinary here.
Galaumia: The Galaumian people, fueled by bumper crops of wheat, have lots of children, causing a population explosion. Cities and towns become bigger, and the people are happy. (POP: 100%)
Caprica: Now an NPC. Will not have REs in future.
Hlaohamarr: Hlaoman forces seem to be some of the best in the region, boosting morale slightly and giving them a slight psychological edge in battle. (MIL: 60%)
Auria: Now an NPC. Will not have REs in future.
Espovon: Albiton sends a diplomat to Espovon bearing the message that the island nation may either convert or expel all non-Cassians in its lands and become a part of the Holy Nations, or Albiton will do so by force, crushing the military, overthrowing the government, and establishing a puppet state. (NPC: 10%)
Ru'sh Naal: Spurred on by the seeming success of their Wereu compatriots, other nations in the Anti-Rustuffe League send troops to depose the Kim regime and establish a weak and easily influenced government which will export raw materials for next to nothing. (NPC: 10%)
Imperium Conservatium: Nothing out of the ordinary here.
NPC Happenings:
The war between Ajakstan and Romicia ends with Romicia's capitol being sacked and large swathes of Romician territory falling under Ajakstan's dominion.
Albiton's naval campaign to the East brings new islands into the Cassian sphere and under Albitonic control. Asar believes that Albiton will be a threat in future and prepares to defend itself through tactical planning, naval construction, and nurturing ties with Zurukland; Bresini nurtures ties with Varansk.
The majority of citizens in Ilystric are now Cassian, although many believe that the Holy Nations will attempt to seize the lands of its satellite neighbors and bring distress. Ilystric begins to foster ties with Caprica, Romicia, and Edbania.
