You went on about annexing West Plexia and South Calzone as if it was an easy task.  Those places went into a collapse that should have required more work than "Stuff happens and it is effective."  Not so much about of gaining control, but being able to hold on so well with multiple long-distance colonies at this time period.  Those places were hellholes or on the brink of when Avalonia acquired them.  The establishment of law and order, along with the provision of political goods and respect for existing culture would reasonably ensure a fair bit of loyalty.  There's also the fact that all of those places have Avalonian troops garrisoned there, and now have seats on the Avalonian Council.

I think that after using them for the war with the Britonic States, and not giving them the land they wanted from the Britonic States, cutting off trade and shunning them, they would see the gift as something to just win them over so Avalonia can use them for its dirty work, and for the sole reason if not few reasons for manipulating them.  They can act like Avalonia didn't pay for their aid in gold and plunder; also, they're the ones that cut off trade.  Since that point, I don't think that there's been much in the way of gift giving at all; I merely said, or meant to say, that historically, the giving of gifts has been applied to political goals on the region to some avail.

Some Avalonians in the Pachtland, their ancestors having been exposed to Christianity, bring this influence into the Avalonian sphere.  Most are critical of the Catholic faith, and many note that teachings have changed from what they were mere decades ago.  They particularly note the shift from refusal to take up arms to the allowance of it, and view the prior as effeminate, but the later as deviation from "so called truth".  As a whole, Avalonian belief in its traditional deities remains firm.

1)  I won't claim that the transition would be as smooth as if it never happened.  I just wish to note that Avalonia handles that stuff in a way that facilitates cohesion and trust rather than chaos and suspicion.  I'll just leave it at that, and if you care to moderate some issues in Avalonian legitimacy and sovereignty in West Plexia and South Calzone (I'd say it's a bit late for the Britonic States) I won't call it unfair or unreasonable.

Nazgar undergoes some public works stuff.  A major concern has been that as construction techniques have improved, it has become possible to build taller walls, and that doing so has availed any possible attackers with a high ground advantage should the outer wall be taken.  As a result, the city's defenses are being reconsidered.  it is planned to dismantle some of the inner walls, build up some of the others to be taller, and leave the current outer wall as is except for some small improvements.  Also to be included in the inner walls will be towers.  The total number of layers within Nazgar will decrease, allowing for more space and easier travel within the city.  Several moats will also be filled in, leaving only one around the city's Citadel and one around the city's outer wall.  Avalonian engineers have been tasked with making sure this can all be done well, and also in a way that Nazgar's underground tunnels don't collapse or anything.

An Erinamese traveler to Nazgar marvels at their beautiful and ornate architecture, specifically their impressive stonework.

The representatives of all factions are reasonably pleased with his solution (you can speak for the Erinamese, they seemed kinda iffy about granting the other regions more sovereignty) and after a brief deliberation within their own ranks agree to this new system and to attempt to preserve the peace between the states within it.  Only the most radical, hardcore seekers of independence are displeased enough with this to do anything to attempt to hinder it, mostly rich families of ancient Belanese noble lineage.  A couple of these radicals have a hunger strike in the Emperor's gates, but most of them leave Erinaum for territories up North, and a very few to Avalonia where they have been told that the Belanese live "as they were meant to."  Of these families, only one considers the Belanese in Avalonia to be not treated well enough and leaves by boat to Sweisen where they don't marry the locals and are therefore doomed to be the last generations of their line.

The Erinamese traveler is heard by a couple stonemasons muttering to himself about aqueducts, but they don't speak his language, so they go about their business.  By coincidence, the translator that this traveler later hired to aid in the purchase of rooming happens to know the stonemasons and tells them about the traveler's impression of the city, as well as Erinamese aqueducts.  The stonemasons curiosity is piqued, and their interest eventually filters up to the point where the next traveler to Erinaum is tasked by the stonemason's guild with reporting on Erinaum's fabled aqueducts.

The Empire of Erinaum begins a five-year deconstruction of the old government that would oversee Ezbatu and foreign interests such as Xianxan and Zesisoter.  Additionally, a transitional government is put in place to oversee changes.

The governments of Bēlänia, Zēnia and Tsekēnaum are reestablished.

After the five years, the Grand Confederacy of Ezbátu is founded.  Each of the States sends their ten councilmen, religious advisors, and so on.  Xianxan is declared an Ezbátan province.  The territory of Zesisoter is declared a collaborative republic, after the new Ezbátan model.  Foreign nations and NPCs who invest in the city state of Zesisoter can send representatives.

Galaumia begins a major expansion southeast, sending cultural administrators and tribal priests to convert the population. The tribes are asked peacefully to join the Galaumian Confederation. The pros are told to tribe leaders. You get to be under the protection of the Galaumian Confederation, anytime you are in danger of famine or sickness, Galaumian doctors will help you, along with food being sent to you, you only must contribute 370 soldiers a year (with a min. amount of 100 calvary), anymore are voluntary, and you get to be apart of a nation while still keeping your own culture, tribal identities and ties together.

Atenisia adds a second house to the legistlature in order for good representation for the people, and therefore, morals.
