VN ships fire countermeasures.
Aircraft are ordered to take off and target the coastal defenses. If there are Venezuelan aircraft scrambled, attack them instead.
Subs target coastal defenses.
Destroyers do the same.
Landing parties are prepped.
1) ships don't fire countermeasures (flares, ect.)
2) these missiles are primarily heat seeking AND optical (they are smart enough to make out a ship, lol).
3) they fly low so you can't shoot them at the last second
4) why would subs fire torcreepes that would hit sandbars and beaches before meeting the target
5) why would subs use their, what, 3-8 missiles to target defenses on land (i mean like, this is probably the only realistic point i pointed out)

seriously it isn't hard to understand that a system dedicated to destroying enemy ships and aircraft cannot destroy enemy ships and aircraft if you try to remotely muster that kind of strength to attack it.
