Gran Venezuela's national government crumbles when a nuclear plant near Caracas melts down and explodes amidst the violence.
Gran Venezuela is now nearly an anarchy, because local governments in the less urban areas still have control over their citizens. Gangs overwhelm the police forces of the other top 4 cities. Some sane citizens flee to Brazil after an anarchist hacker group turning into a "for the people, let's get the forget outta here" defense group deactivate 100 miles of the southeast defense grid.
However, most of the border defenses still, without any new commands being sent, and still being hooked up to the solar grid, stubbornly keep firing at "enemy" ships, which the AI now decided was the UN vessel and even Venezuelan and Brazilian fishing boats.
edit: The military also technically disbands. Many in fighting with Brazil are ordered by their commanders to put down their arms and surrender, seeing it stupid to fight for a country that is no longer. Those in protest and those who are nationalist fight their comrades, but they are put down. Basically, put down their arms and hope that Brazil forgives them. Most of them are drafted, anyway.
