Update on Halo Online, Forge has been found and made playable.

Apparently the Dawn's cryo pods come equipped with nanobots that Cortana used to change the armor. She also modified the firmware, which explains the UI changes and compatibility with armor abilities.

Still doesn't explain how the Grunts and Jackals in Halo 4 look entirely different.
They aren't part of the covenant in Halo 4. The Covenant is gone. This particular group of Covenant remnants are called the Storm.

No it's not their armor. It's the way the damn species looks in general. Example.

Also the grunts sound completely different in halo 4 compared to halo 3. It's not even a problem of them speaking english or their native language it's that in halo 4 their vocal cords don't even sound like they could make the same sounds as they could in Halo 3 or Reach.

The Jackals in Halo 4 look like the Itchythiosaur (thyosaur? Thiasaur? forget words.) from Half Life 2.

At least skirmishers look like they would at least be part of the same species. Just with more feathers (The jackals look birdlike as it is).

I personally believe they just wanted to update the design for the Jackal but I could be wrong.

The Grunts started sounding more alien in Halo: Reach, I've missed their silly voices since :c
